New York Court of Appeals upheld law that would change many county and town elections to even years to align with state and federal contests, ruling it does not violate state constitutional home rule clauses or voting rights. The court found that nothing in the home rule provisions limits the legislature’s power to change the timing of these elctions and the law imposes no form of restriction or burden on voting.
